This is always caused by poor third-party software that you've
installed. The most common culprits are ZoneAlarm, McAfee and HP
driver software. In most cases, the changes take place anyway despite
of that message.

I tried closing down everything with EnditAll and shut down firewall

There is no need to shut down the built-in Firewall. If you've installed
any third-party firewall, remove that crap. Good luck.
