With Vista the SP1 RC2 was RTM'd, meaning that they just named the RC2 as

Not the latest build (3300). RTM is going to be soon and the actual
release date I have seen (23rd or 24th) is in stone ,unless there's
some major showstopper. I anticipate one last build at the end of this
month and that will likely be RTM. But then again, who knows what the
elves are doing in Redmond.
