yahoo messenger ringtones do not work as restricted user

This is a peculiar problem. If I use Yahoo voice chat as a restricted user (not as an administrator role user), and try to playback a ring tone in Preferences of voice chat, XP gives an error that the files cannot be played. Also, if I ring somebody in my contacts list, I can hear the ringing on my computer. But for an incoming call, my computer does not ring at all. It is as if the restricted users are being denied permission. The ringing works fine in an account with administrator privileges.

Its been quite many months since I started experiencing this. The XP computer is kept up to date. If I play the ringtone files separately in a play (VLC for example), I can hear them alright.

Any idea what problems should I be looking for in terms of file permissions? Also, can anybody confirm if Yahoo voice chat incoming ringing works for anybody else on XP and in restricted user account?
