Opening C:\ and network drives comes up with "Open with" box

Hello folks i shall explain the problem.

PC: Windows XP Pro SP2 with full updates installed.
Member of a Windows 2003 SBS domain

This could be a virus although online scans say none are present.

When go into my computer and click on C:\ or any network drives that are
listed it brings up the "Open with" box and will not open into the drives at
all.

Also really any .EXE programs i try to run also bring up this "Open with"
box so i cannot even run any scans with spyware / adware programs.

I setup another account on a different PC, added in 2 network drives and the
same thing is happening.

Any ideas or help would be great..thanks.
