The date and time was 1/31/2008 7:32 AM, and on a whim, Bob I pounded out on the keyboard:
Right click on the taskbar and UNcheck "Lock the taskbar"

On my workstation and others as well, making sizing handles disappear is done by "Locking the taskbar". ;-)
