1. Make sure the computer is completely virus/malware-free as a first troubleshooting step:

2. If the machine is clean, run IE in no-add-ons mode. Third-party add-ons like toolbars, etc. can really mess up IE.
Run IE7 without add-ons - Start > Run>iexplore.exe -extoff [enter] OR Start>Programs>Accessories>System Tools>Internet Explorer (No Add-ons)
