To do this, you need a 3rd party tool like Net Nanny or cybersitter, which uses passwords not related to the user accounts. It won't matter if he has admin rights.

These provide lots of configuration and restriction options and logging.

You must use strong passwords and change them regularly.

For Cybersitter at least, it does/did matter. An Administrator can kill the process.
