No. The new user account that you create will have a different SID and it will not use the same profile folder. You can create a new user account and modify the ProfileImagePath at:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList\<New-SID-Number>

and have the new user use the old users profile folder.
