Not sure what you mean by reformatting the whole hd. You would need to format each partition in turn, something that's hard to do by mistake unless you removed the partitions with fdisk first.
If in fact you did format the D and E partitions, I think you are out of luck. An outside service would be very expensive assuming they were willing to accept the job.
The best that could be done would be to scan with a disk editor and look for text data. This will work even for word processing files and might be marginally useful.
Note, there are programs that will recover photo files on formatted flash cards, but this is a special case and I don't think what they do could be applied to a hd with random data regardless of what is claimed.
