Windows starts multiple instances of an application



Please can anyone explain this behavior?

I have 2 PCs both running XP Home and both running PaintShop Pro.
By default JPEG files are opened in PSP.

On PC no.1 if I double click a JPEG in file explorer, PSP opens and displays
the image. If I then double click another JPEG it opens in the same window.

On PC no.2 when I double click a second JPEG it starts another instance of
PSP.

The only obvious difference between the two PCs is age. No.1 originally
came with XP service pack 1 (SP2 was added later). No.2 came with XP SP2.
The processors are different: one has a Pentium 4 and the other a Core 2
Duo.
