But no Security tab.

If I do this on my laptop I get:

On my laptop I can go to the security tab and set up users and
permissions but not on my Desktop which doesn't have this.

Why is that? Both are XP SP2.

Windows XP what? Home Edition (doubt it on the second), Professional
Edition, Tablet PC Edition, Media Center Edition or x64?

If either is Windows XP Home edition - you have to boot into Safe Mode to
get the security tab.
