Accelerator keys are ignored until windows are fully open



We just installed five new Dell WinXP PCs for users of our in-house
application (if it matters, it's a PowerBuilder application). The
users know the accelerator-key sequences that will be required once
the windows open, so they have gotten used to entering them while the
windows are opening but before the windows are fully open. Their
former Win2K and WinXP PCs allowed this, but their new WinXP PCs
don't.

I've been looking for a WinXP option to allow windows to accept data
entry and/or accelerator keys before the windows are fully open. Is
there such an option?
