Internet explorer 7-problem with capitalone website/cookies disabl

My desktop has windows xp, and I just installed IE 7. I am having a problem
accessing www.capitalone.com, a website I go to every month to pay my bill.
(This is before and after installing IE 7) The homepage loads, but when I
click the link to login, I get a Cookies disabled page. This is what it
says:
Cookies disabled
This could be caused by one of the following reasons:
Cookies have been disabled on your Web browser.
Your cookies may have been deleted from your Web browser.
Your bookmark is linked to the Online Account Services Login page. We
require our customers to access Online Account Services via the Capital One
home page. Please bookmark the main page at www.capitalone.com for US
Customers or www.capitalone.ca for Canadian Customers and access your account
through the Log In button.
I called capital one tech support and they couldn't figure it out, they had
me delete the temporary internet files, cookies and history and nothing
changed. In internet options, under security I tried accessing the login
site with it set at medium-high and medium, nothing. Under Privacy I tried
with the each setting from accept all cookies, to medium high and no luck.
Each time I closed the IE window and opened another one to retry. I have no
idea what else to do and cannot find any solutions online. I am not having
any problems with other websites similar to this, I paid all my other bills
online with no problems.
Any solutions or ideas out there???
