The message you report tells you that the previous startup attempt was unsuccessful. Your PC will then give you the bootup menu that includes the Normal Boot and the Safe Mode options. What is of interest is what exactly happens ***after*** you select the Safe Mode option.

The following messages are seen on the screen:
"We apologize for the inconvenience, but Windows did not start successfully. A recent hardware or software change might have caused this.

If a previous startup attempt was interrupted due to a power failure or because the Power or Reset button was pressed, or if you aren't sure what caused the problem, choose Start Windows Normally."
This is followed by the corresponding choices, plus a choice of Safe Mode startups.
But, whatever is chosen the screen goes back to the same msg!
