cycles again. I assume we need to boot from Windows CD/DVD but how
would you proceed from that point?

I can't help you with your question, but I would suggest that your brother and you both get uninterruptable power supplies (UPS). I have survived several power brownouts and blackouts over the past few years and, thanks to my UPS, I have had no trouble. In my opinion they are worth the money.
