problem with power up

Tech-Archive recommends: Fix windows errors by optimizing your registry

I have an XP Pro OS. When I power up on my laptop, neither the start button nor the icons come up on the display. I only have limited control through the task manager (ctrl-alt-delete). I attempted to add Service Pack II but I see no improvement.

How can I fix this problem?
