Because you messed around with the services, most likely.
Start > Run: services.msc

Set the start type of the "Telephony" service to 'on-demand' or 'automatic'
and make sure that the "Plug&Play" and the "Remote Procedure Call" services
have been set to "automatic". Restart the system and see if the "Telephony"
service has been started. If this is the case, your country/region list
should appear.
