If the PC works OK, and other USB devices function, the its USB setup at
thre BIOS level is likely OK.
I would suspect something more at the XP level, such as needing new drivers
for the bluetooth device. Although XP has a large driver data base, it is
neither complete nor perfect. Also, remember that bluetooth is a bit more
modern that the original verison of XP.
Try using XP update, with the bluetooth attached. Maybe Microsoft has a
newer driver.
Try checking the manufacture's website for drivers, or related software for
the device.
Try a web search on "XP bluetooth problem" or similar. A quick search
turned up many hits, including this article by Microsoft that would never
have been written if bluetooth really plugged and played well with XP:

I added a new BlueTooth USB Dongle to my WinXP Pro PC. The necessary
drivers were also installed successfully. While the dongle is
connected to my mobile phone (Motorola A1200), if I want to have a
look at the connection status in the BlueTooth software that
accompanied the dongle, WinXP crashes. I can't recollect the exact
error message but it relates to the page file. The error message also
shows a possible solution to overcome this error (blue background with
white foreground).
When I restart WinXP, WinXP generates an error report. After sending
the error, IE opens up the following URL

Microsoft is unable to determine the exact cause of this error.
However, this problem was most likely caused by an error in your
computer's random access memory (RAM). RAM is the main internal
storage area the computer uses to run programs and store data.
During the crash analysis, we noticed the basic input/output (BIOS)
system version on this computer does not match the specifications for
the central processing unit (CPU), also known as a processor, that is
installed on your computer. This can occur when a newer processor is
installed on an older system board or older BIOS. Using a BIOS that
does not support the installed processor can result in Windows system
crashes.

Any idea what could be going wrong?
Please note that this problem has crept up only after I started using
the BT USB dongle. Also please note that the USB dongle is BlueTooth
v1.1 & v1.2 compliant. Neither I have made any changes in the BIOS
manually nor have I changed the RAM chips (256*2=512MB) or the
processor (Intel 2.8GHz). My PC is also updated with SP2.
