P.S. Automatic Restart in Start and Recovery is NOT checked so that's evidently not what controls what I'm after.
This is usually an option in the BIOS, not the operating system (Windows). Enter your BIOS (Setup) with whatever keypress required by your motherboard and change the power option there.
