There is no SP3 for Windows XP yet. If you installed anything called SP3, you're either running beta software and are part of the beta program or you installed something unknown. If you are part of the beta program, you should be reporting what you see through the established channels.

Click on the Security Center icon and see what it says is the problem so you can rectify the issue.
