I had already tried your second solution (Norton Removal Tool) and
re-installation, same problem persisted.

Your first solution, Liveupdate, would require me to open N360 to complete.
I explained in my original post that N360 was not opening.

Downloading and running the LiveUpdate utility Does Not require any Symantec/Norton application to be running. You d/l it to the desktop and execute it from there by double clicking on it. Once it has finished unpacking/installing you will be required to reboot so it can finish the task. When rebooted to the desktop if all went well you should be able to run the application/s.


I am really having two related problems. The first is the "operation
canceled due to restrictions . . ." which I get while attempting to open &/or
install N360. The second is the "error deleting key" which I get when
attempting to delete old Symantec registry keys (per their written
instructions).

Both error messages lead me to consider registry &/or permission problems.

The first one requires you to boot up to the Adminstrators account that has full permission.

The second one, Right click on the entry and click on Permissions... to set the rights to remove the entry. Make sure you know what you're removing and export any key/hive so they can be merged back if something goes bad.
