System Idle is just that, an Idle indicator, doing nothing. You have some other software or hardware causing and issue.
Windows XP does not enter standby after the exact period that is configured in the Power Options profile

My laptop fails to go into standby and subsequently hibernate after
the period I specified in power options.
So far, from what I have seen from my task manager and hijack this
log, no rogue process is running in the background that could have
cause this. but i noticed one thing; the system idle process is
running high.in terms of cpu usage.
how do i solve this prob?
could i have miss something in the hijack this log?
