Hi Doug,
Open the Services console (Start>Run key in services.msc then click on OK
or hit ENTER). Scroll to locate Windows Firewall/Internet Connection Sharing
(ICS) and double-click on it. In the "Startup type" field, use the drop-down
picklist to select Automatic, then under "Service status", click on the
Start button. If the service does not start, take note of the exact wording
of any error message that you receive. Click on Apply (if the service
successfully started) then OK and close the Services window.
If the service did not start and you received an error message, please
include the exact wording of the error message in a reply post here.
Regards,

For the last few weeks, at boot up, I get a General Services System 32
error.
I have sent it to MS several times with no answer.
However, after uninstalling Trend Micro, I now find that I cannot turn on
Windows Firewall service. It is set for automatic, but when I try to trun
the Friewall on in Contraol Panel, I get a message that the service isn't
started and would I like to start it. If I say YES, I then get a message
that it couldn't start.
How do I fix?
