Windows Explorer is not reading desktop.ini

I'm running WinXP Pro and save all my data on my D: drive, including a
folder with my favorite icons.
In the past I've changed a large number of folder icons in my D: drive
by copying the desktop.ini from one folder into the rest of the
folders. The next time I brought up Windows Explorer, these changed
icons appeared correctly in Windows Explorer.
Recently I had to reinstall my operating system because of a virus
that infected all the executable files on both drives. I restored
several folder directories on my D: drive from backups. These backups
included the original desktop.ini files with the changed icons, but
now Windows Explorer will no longer read these desktop.ini files in
these restored directories. Oddly, the changed icons show up in the
original directory, which I plan to delete once I've copied the newer
data not backed up into my new duplicate directory.
I have even tried recopying the desktop.ini files over the top of
themselves in this restored directory but the changed icons still do
not appear. I can, however, change the icons one at time via the
Properties windows but I am unable to change a group of them using the
process I used before.
Other notes:
All folder attribute settings are set to Read-only
