You can if you set your BIOS to boot your computer upon application of
electrical power. I have my computer | monitor | speakers | cable modem and
other externals powered by a surge protecting power strip. It has
individual switches and a master power switch. When I flip my master power
switch on my computer boots up, monitor starts up, etc.

It's a little Rube Goldberg but he could insert a timer between his power
source and his computer. If he set up his BIOS to boot on power application
the computer would fire up when his timer applied power. He could then set
up his computer to shut down at a specific time. And have his timer set to
remove power after the shutdown.

If he wanted to control all his devices he could insert the timer between
the wall plug source and the power strip.

Whilst you can trigger an auto shutdown at a specific time, you cannot
auto start since the PC would be powered off

occur, say shutdown every day at midnight and power back on at 3PM each
