You are seleting Restart? This selection restarts the computer immediately.

If you're selecting Turn Off, then AFAIK Windows XP does not have the ability to turn itself on without a third party application. If you are sure you don't have a third party app, you may have a setting in your BIOS that is turning the maching on.
