This is some config/management software on your computer, and obviously came
with your computer, and was preinstalled - so I suggest you call the mfr. or
check with their support for the most adept help.

This is a function of some of the software preloaded on your
computer, not a function of Windows. You'll have to find out what it
is by poking around if it really bothers you - then see whether it
can be disabled.
