group policy to prohibit registry changes?

Tech Tip: Click here to run a free scan for Windows Errors and optimize PC performance

I'm trying to solve a file-sharing problem. A suggested fix requires a
change to the LANMAN parameters registry entries. Neither regedit nor
regedt32 will let me add a new value ("error renaming New..."). I can
change other registry entries, but not these. I suspect a Group Policy
is behind this, but I cannot find what it might be.

Any suggestions?

Thanks
Jason
