No. Unless you have a very expensive MSDN subscription (in which case you wouldn't be asking this question), there are no *legitimate* sources from which one can download a Microsoft operating system. You'd be wise to avoid illicit sources, as you're likely to get more (in the terms of malware and/or mysterious credit card charges) than you bargained for.
Anyway, any Product Key that you received from your university would most likely have been for an Academic (a.k.a. Students and Teachers) license. If you're still a student (or faculty member) of Penn State, simply contact the appropriate department to get a new CD. If you're no longer affiliated with the school, whether by virtue of graduating, transferring to another school, or "taking a semester off," that Academic license (Product Key) is no longer valid.
