I don't believe so.
You can do it (provided you're an admin) in the userpasswords2 dialog (Start | Run, type control userpasswords2, OK) by highlighting the name of the user, clicking the Properties button then choosing the Group Membership tab.
Another way is, from an admin account, to open a Command window and use the Net Group or Net Localgroup command. Examples here:

But why wouldn't you want to use Local Users and Groups?
