I'm just transferring occasional files from an old computer to the new one.
The old computer doesn't have USB, and it sure isn't worth installing one.
On the old computer long ago, I changed some setting that sped up transfer
speeds, but that was so long ago I couldn't possibly remember.

No. It happens at the speed of the slower device--in this case the floppy
drive, and that is slow indeed.

What are you transferring to floppies? Why? Floppies are very close to
obsolete these days, and for many very good reasons.
