If it's still there you can right click My Computer on your desktop, click on Properties. Now click on the Hardware tab at the top. The page that opens has a button to choose Device Manager.

I am running Windows XP Professional Service Pack 2 for the past 7 months. I
noticed yesterday my 'Device Manager' is missing. I have gone to my computer,
control panel and its definitely not there. Can anyone help or do I have to
reload WinXP again? Thanks
Regards
Lisa

And for yet another way to do it ... if you press the "Windows" key and the "Pause/Break" key simultaneously, the same "System Properties" dialog opens (from which you get the Hardware tab and then the DM button).
