Right-click Desktop | ARRANGE ICONS & untick AUTO ARRANGE

I cannot drag the desktop icon to desired location on my notebook. It goes
back to original spot but I could do it previosly and also do it on my desk
top pc. I have unchecked Auto Arrange and checked Align to Grid.
