At this point, I would try and retrieve important data *first*. It is completely possible to retrieve data on a system that can't boot into Windows (as long as the hard drive is physically viable). Use a Bart's PE or Knoppix rescue disk.

Then you could try a Repair Install but you will need a Dell XP CD that matches your friend's version of installed XP. A professional computer repair shop should have one. It is going to be impossible to effect repairs without an installation CD.
Once your friend has backed up her data, she may decide it is quicker, cheaper, easier to just restore the computer to factory condition.
Standard caveat: If you and/or your friend do not have the computer skills to do any of the above, take the machine to a professional computer repair shop. This will not be your local version of BigComputerStore/GeekSquad. Get recommendations from family, friends, and colleagues.
