When you use Advanced cookie management, and you set either or both types
(first-party or third-party) to "Prompt", when you get a prompt to let a
cookie be set, you can choose the option to "Always" accept or deny cookies
from the site. The list of Blocked and Allowed cookies is found under a
button called Sites. That list of Blocked and Allowed cookies actually
resides in the Registry, as I previously described. Even without Advanced
cookie management, that list still exists and sites can be added via the
Registry. It is that list that the OP is referring to.

So don't accept what is and keep walking into a wall trying to find the
door that isn't there. You've been informed as to what IE has for cookie
management. There is no log of blocked cookies maintained by IE other
than those that just blocked for the page you are currently viewing (click
on the status bar section with the crossed-out eye icon). You can only see
what cookies that *just* got blocked for the current page. Maybe that was
what you were trying to find. There is no history of what cookies that
were blocked before. If you want such logging then start Googling for
cookie managers. Maybe one of those have the history function you want
that is not in IE.
