I am currently working on test for the upcoming school year and can't find
how to get the numbers to align properly before the questions when number

or 100. are needed. The alignment I get is

The alignment I want is:
1.
10.
100.
so the questions will begin at the same point on each line.
I am doing original entry and scanning some pages from other documents
that
are aligned properly but do not align after scanning.

You don't say what application you are trying to do this with, but assuming
word.
Click on the square box to the left of the ruler. A symbol should appear
representing tab stops that looks like a vetical line in the middle of a
horizontal line. Now click twice more, you should get the same symbol but
with an added dot.
Now click in the ruler where you want the '.' in your question number. This
tab top centres the decimal point under the tab stop, but should do what you
require.
Word may try to prompt with the next question number, just do a return to
cancel (Word's auto numbering won't follow centreing on the tab because the
'.' is treated as punctuation and not a decimal point).
