The zones security settings seem to to correct. Additionally, check the value data for "1200" and "1400" under this branch as well. The Value data for both of them should be "0".

[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\Zones\0]

Apart from that, I don't have any idea.

If per-machine setting (Security_HKLM_Only) is enforced, the values under "HKEY_LOCAL_MACHINE" are applicable. That's teh reason I asked the export of HKEY_LOCAL_MACHINE\..Zones key.

Here is Zone 4. There were 5 zones 0 -4. You should have the detail from
