I am trying to repair one of our seniors members computer, it is an
upgrade version of XP Home.

Among other problems when I try to access Device Manager I get the
message that mmc.exe cannot be found.

Any thoughts please?

Check if the file "mmc.exe" is present in the %windir%\System32 folder.
If this *is* the case, perform a repair install which may or may not
fix the other problems as well: "How to perform an in-place upgrade
(reinstallation) of Windows XP"
http://support.microsoft.com/kb/315341/en-us
Note that all available system updates have to be reinstalled afterwards.

If "mmc.exe" is *not* present, install this optional update replacing
the missing file with the latest version of the "Microsoft Management
Console" (mmc.exe): http://support.microsoft.com/kb/907265/en-us
Note that this update may require .NET Framework 2.0:
http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=0856eacb-4362-4b0d-8edd-aab15c5e04f5

Check that system for malware in all cases.
