Check if the file "mmc.exe" is present in the %windir%\System32 folder.
If this *is* the case, perform a repair install which may or may not
fix the other problems as well: "How to perform an in-place upgrade
(reinstallation) of Windows XP"

Note that all available system updates have to be reinstalled afterwards.
If "mmc.exe" is *not* present, install this optional update replacing
the missing file with the latest version of the "Microsoft Management
Console" (mmc.exe): http://support.microsoft.com/kb/907265/en-us
Note that this update may require .NET Framework 2.0:

Check that system for malware in all cases.
