Msconfig error

I have:
Windows XP sp2
a Gateway 530x machine
2 gig of ram
Mcafee Security Center for anti virus
No Zone alarm

When I go into Msconfig I remove/add something to the startup I get this
message: "An access denied error was returned while attempting to change a
service. You may need to log on using an administrator account to make the
specific cHnages."
I get this error in safe mode as well using the admionstrator account. I am
the only administrator on the computer-I have a guest acount set up. It
seems to make the changes in Msconfig ok-I just get this annoying error that
I have to click OK to get rid of. I did a virus scam, a system restore,
updates and tried all I know how to do. Please help.

I've seen that bogus error prompt many times but the change still occurs after the reboot. ... For example, if I disable a startup item and reboot, that item is still listed as disabled and it didn't load on Windows startup. ...
