Probably, since that file is involved in SharePoint and I doubt you use
that.

Then again, it does absolutely NO harm to leave it where it is. All Windows
systems have a ton of stuff that many if not most people never use. I
strongly recommend against trying to customize your installation just to get
rid of things you don't use.
