I'm just thinking aloud here, as you asked for ideas :-) but if the connection is actually being refused (as against Thunderbird simply failing to connect) then it's the server that's objecting, not TB. . .
What equipment are you using, a router or a USB modem? Does it disconnect and end your session when you log off, or is the connection always on as long as the PC is running? Also, when your session isn't the first one after a reboot, has the first user logged on to check email beforehand? I'm wondering if it could be a "stale session" thing, where the server thinks you are still logged in and so won't accept a second connection from you? Or perhaps even some kind of authentication issue?
I'm not that familiar with TB; does it have a setting for "use existing connection" or similar? Or a debug option which would enable you to see the dialog between it and the server? If none of this helps (it's nearly 6am here and I've been up all night, so I might not be making a lot of sense! :-) you might try enlisting your ISP, or posting to a broadband user forum. I don't know where you are, but here a good place to get help is the newsgroup uk.telecom.broadband .
