This is kind of annoying, but sometimes when logging off my user accounts to
log in as an administrator, (sometimes in reverse,) or when I'm using Switch
user mode Windows goes through the motions of Switching / Logging me off the
account, but hangs (Fast User switching -) or freezes at saving my settings
(- Log off.)
I usually end up having to hard reboot to clear this mess up.
I tried SFC /scannow from built in Administrator, but the problem persists.
If possible I want to avoid doing a repair install.

If your user accounts are of type "limited" you could try changing them ... both to type "administrator" (via user accounts logged on ... when Fast User Switching & Welcome screen are enabled.... ... when I tried that shortcut I got the login-box like the one you get ...
