Setting Default Program for Restricted User

Is there a way to change the default program for a restricted user when
logged in as the administrator?
I'm currenly taking the following approach, and it is a bit of a pain:
1 - Login as the administrator & change the access of that user
2 - Login as the user to make changes
3 - Log back in as the administrator to reset the user access to restricted
