You can't move the full Documents and Settings folder, except at the time of installation.
An error message informs you that you cannot move or rename the Documents and Settings folder

After the fact what you can do is move the users My Documents, My Music, and other My folders to a different drive by several different means. One is by using TweakUI, one of the MS powertoys:

Lastly. this is not the best way to protect the documents of all users. Moving folders to a different drive allows for ease in backup, but to protect the data all the important files need to be regularly backed up to external media. And the best is to have redundancy in backup means and media.
Acronis True Image version 10 to image the system to an external drive is an good and cost effective backup / recovery solution.
Always, always have a full and complete backup.
