Two NTFS partitions (C&D) with WinXp loaded on C. The 160 is set as Master
and on the end of the cable. The 250 is set as slave and on the middle of
the cable. The 250 shows up in "Disk Managment" but I can't partition or
format it because the options are "Ghosted Out".

Sometimes drives from different manfacturers and also of different
vintages will encounter problems when connected as master and slave on
the same IDE channel.
Try reconnecting and rejumpering your drives so that the 160 gb is by
itself as master on the primary IDE channel and the 250 gb is by
itself as master on the secondary IDE channel. If that works then
you can try adding your CD/DVD drive(s) jumpered as slaves.
