But i still can not decrpt it, an error message come about says access is
denied. I was the person who encrypted the folder and i had access to it. I
can not understand how could that happen?

Did you use EFS that comes with XP Pro? If so here are some links with info

Sorry I don't know. There are many gotchas with EFS, so that it's been called by some the delayed recycle bin. I am guessing you didn't designate a recovery agent or backup the certificate?
