Problems develops after doing a restore after imaging a system

I install Windows XP SP2 & all current hot fixes. Install all applications &
Patched them.

Create TestUser(what I use to run/test all apps) and log in as that user -
Setup Windows with all the defaults that are required for envinroment -
(Temp Variable security, IE Settings, etc..) Make sure all programs launch
correctly. Customize the office settings - once I have all the settings
configured to what is required I Reboot the W/S

Login as admin user

Copy the TestUser that I login in and created everything with to default
user.

I then Image W/S.

I always sysprep the machine with reseal option.

Now the problem - when I restore the image to an identical or same machine
at a later date, the following happens some of time.

Once it comes back up I reconfigure Network settings - join the domain, put
domain user in Power user group.

Sometimes when a non admin user logs in and then runs IE the Windows
installer starts the Office mini install and then it errors out with the
following error

Error 2503. AN Internal error has occurred ( )
Contact IT department for assitance
Error 2502. AN Internal error has occurred ( )
Contact IT department for assitance

Repeats 3 times

Then IE loads

Also when this problems exist and I right click a folder - Symantac Anti
Virus does the same thing with same errors

If I start an office app it does same thing.

If I make the user's Domain Account a member of Admin group it works fine,
it doesn't do the mini installs.

Now I figure since the stuff worked after logging with admin rights and I
would remove them from admin group while logged in as them, the problem
returns.

Has anybody else seen these problem, I end up loading Windows from scratch
and all apps - what a pain & waste of time.
