My computer won't actually fully boot at all. It gets to a screen that has
the options: safe mode, boot using last known good configuration, boot
normally, etc, but when you press any of those options, the computer just
restarts and goes back to that screen.

I don't have a windows XP disc. Is there a way if I need to, to buy a copy
of windows XP and fix/repair whatever needs to be repaired, without totally
wiping my C drive? Does anyone know what this problem is, or how to fix it?

If your computer is shutting off during the repair process, you probably have hardware issues. If you didn't backup your data, it can be retrieved even though you can't get into Windows - assuming that your hard drive is not physically failing. You can pull the drive and either put it in an external enclosure or slave it and attach to a working XP box. Copy the data off that way. A good way to determine if the problem is software or hardware is to boot with a rescue system such as Knoppix or a Bart's PE. If your computer won't stay up for the rescue system, your hardware is faulty.

Retrieving the data and doing hardware troubleshooting requires having some additional equipment and a fairly high level of computer skills.
