Problem is with a friend's computer in Romania who tells me the Firewall clicked on or off makes no difference. Is there some other way to disable it more completely?

Had you tried disabling your firewall? and see if you can connect. What's your firewall/anti-virus?

I posted this problem in the Configuration thread yesterday, but no answers. Thought maybe someone here might have a clue.
XP SP2 - 3 browsers not functioning. Diagnostic gives the following message:
"Windows has detected a problem with the Winsock provider catalog on this
computer. This catalog allows programs to communicate with this computer
across the network. Would you like Windows to reset the catalog to the
default configuration? This computer might need to be restarted to restore
network connectivity."
'Yes' to reset default config. Message to restart. Restarted. No change!
Email, IM and Skype are OK. Ran system restore for 2 days ago. No
change. Virus scan detected no virus. Windows firewall on or off. No
difference!
Received from another source and ran at command prompt the following:
- netsh winsock reset catalog; restarted. No change!
- netsh int ip reset resetlog.txt; restarted. No change!
Browser access to the Internet is NIL. Help will be appreciated whatever the possible solution might be.
Have him click Start, Run, type:
CMD
Press Enter key. Type:
PING YAHOO.COM
Press Enter key.
What are the results?
Also have him type this in a CMD window:
PING 66.94.234.13
Press Enter key.
What are the results?
