Files and Settings Transfer Wizard

We are replacing peoples computer with newer ones and we are using the Files
and Settings Transfer Wizard to move their profile. By default, you can
only copy the profile settings if the user is logged on. Is there a way to
use this Wizard and capture and/or restore the profile settings without the
user being logged on?
